Instead of farming marine life in private farms on land that causes various problems, we could start farming fish, marine life on the seas and the oceans themselves, understand?

Grow them in the sea then let them go batches and batches of fishes and the coral reefs and whatnots

All extinct species will get reintroduced. Worth a try.
